matter expert to provide leadership to the full spectrum of domestic
disaster management services and programs. |

| SCOPE |

|
Overall accountability for developing and directing the implementation
of comprehensive strategies to enhance and promote Canadian Red
Cross disaster management initiatives; act as a key leader and strategist
for the organization on a wide variety of disaster management services,
for both planning and preparedness, and during times of domestic
disasters. Working closely with the International Director, Emergencies
and Recovery, the incumbent with help build and sustain synergy
between the domestic Disaster management programs and resources
and the opportunities with which the Canadian Red Cross is engaged
as part of its participation in the International Federation of
Red Cross and Red Crescent Societies and support to the International
Committee of the Red Cross. |

| RESPONSIBILITIES |
 |
|
- Lead in creating and implementing the vision for disaster management,
ensuring that the Society is well positioned to fulfill its mandate
as Auxiliary to Government and advocate on behalf of the most vulnerable
in Canada and around the world while maintaining the Fundamental Principle
of Independence;
- Ensure Zones have effective disaster management plans, protocols
and trained volunteers and staff in place to respond to disasters
that may arise;
- Collaborate with the executive and zone disaster management teams
to translate short and long-term disaster management strategic objectives
into operational realities ensuring there are quality tools, programs
and resources in place to support those objectives;
- Provide leadership to the Disaster Management team in National
Office and throughout the country, including strategic management,
establishing and monitoring achievement of targets and goals, supporting
high level performance, recognizing success, and cultivating strong
teams;
- Provide subject matter expertise on Disaster Management and provide
advice on Emergency and Business Continuity planning to the organization
contributing fully to the shared organizational planning and achievement
of goals;
- In keeping with the Society’s overall government relations
strategy, represent, or support others in representing the Canadian
Red Cross with key government stakeholders;
- Develop and implement best practices and frameworks to assess the
impact and effectiveness of Disaster Management programs ensuring
alignment with the Society’s vision and needs across the country;
- Lead the National Disaster Response team;
- Participate as required in the International Disaster Response
Team, supporting the needs of CRC’s international operations
group and identifying impacts on domestic activities;
- In conjunction with the International Operations team including
the Director General International Operations, the Director Strategic
Partnerships and the Director Emergencies and Recoveries:
- Provide leadership and support to the Society's
engagement with the American and Mexican National Societies in
the development of the North American Disaster Management platform;
- Provide leadership and support to the Society's engagement on
international commitments in the areas of Restoring Family Links,
Detention Monitoring, migration and other issues that may be agreed
between the Canadian Red Cross, the ICRC and/or the IFRC in the
future
- Engage in policy dialogue with and support to the Canadian Government
on common issues such as climate change, risk reduction, and the
International Disaster Relief and Recovery Assistance (IDRL) initiative
as well as other issues that may be agreed in the future.
- Provide leadership to the Society’s work on the humanitarian
impact of climate change and the development of disaster risk
reduction strategies and programs.
- Support fundraising goals to effectively engage and retain financial
supporters;
- Support the tracking and reporting of benchmarking data and metrics
related to the department's functional responsibilities.
- Lead the development of the department budget, ensuring sound fiscal
management of resources and implementation of strategies that achieve
organizational goals.

| CANDIDATE PROFILE |

|
Education:
- Post secondary studies in a related Disaster Management discipline
at the Bachelor’s or Master’s level
Experience:
- Minimum of 10 years’ progressive leadership experience
in disaster management including mitigation, planning, preparedness,
and response; business continuity planning and disaster risk
reduction strategies.
- Experience with national or international, service-based,
non-profit organizations is a definite asset;
- Experience working with volunteers.
- Demonstrated competence in leading and working collaboratively
with staff and volunteer teams, committees and expert advisors.
Knowledge:
- Practical knowledge of the full range of strategic disaster
management initiatives, delivery models, and metrics to accelerate
organizational performance;
- Demonstrated knowledge and skill in working with government
agencies
Abilities and Skills:
- Ability to work effectively in an extremely fast-paced and
demanding environment requiring regular change to meet the needs
of the most vulnerable especially in times of disaster at home
and around the world;
- Ability to be creative in enhancing volunteer engagement
and developing and implementing tools, programs and initiatives
where opportunities and needs often outweigh the resources available;
- Excellent interpersonal skills, tact, and diplomacy to establish
rapport and credibility and build strong relationships with
all levels of internal and external partners in a complex organizational
structure;
- Progressive, collaborative management skills and the ability
to identify and support individual strengths and complementary
skills and competencies;
- Superior analytical skills and the ability to interpret complex
information and to communicate it to a variety of audiences;
- Strong facilitation and communication skills to influence
and build consensus across the disaster management department;
- Ability to work outside of regular business hours and be on-call.
- Commitment to the Fundamental Principles and values of the
Red Cross Movement.
Languages:
- The ability to communicate fluently in English
and French.
