ORGANIZATIONAL PROFILE

The National Capital Commission (NCC) is a Crown corporation that was created by Parliament in 1959 as the steward of federal lands and buildings in the National Capital Region, with a mandate and mission to build the Capital region into a source of pride and unity for Canadians.

With a mandate to coordinate the policies and programs of the Government of Canada respecting the organization, sponsorship or promotion by federal departments of public activities and events related to the National Capital Region (NCR); and approve the design of buildings and land use, as well as any changes in use relating to federal lands in the NCR, the NCC remains committed to delivering the Capital’s mission over the long term. SCOPE

The position is accountable for providing leadership in formulating and integrating human resources management policy, programs, planning frameworks and processes including health/safety programs into management practices to support the Commission’s strategic and operational goals and directing the provision of HR services.

RESPONSIBILITIES
    • Developing and implementing human resources policies, programs, planning processes as well as integrating them in current management practices to support the organization’s business objectives;
    • Providing strategic advice and guidance to senior management on all matters pertaining to human resources management;
    • Representing and defending the organization’s human resources management policies and practices with external stakeholders;
    • Directing the delivery of human resources services across the organization;
    • Developing and managing effective monitoring and quality controls and mechanisms to maintain human resources programs’ integrity;
    • Applying sound financial management principles and practices;
    • Directing professional staff.
CANDIDATE PROFILE
    Education:
    • University degree with specialization in a field related to the position or university degree with a Public Service certification related to the position. A CHRP or equivalent designation would be considered an asset.
    Experience:
    • A minimum of 12 years holding progressively significant corporate responsibilities in human resources management.
    • Experience in dealing with matters relating to security would be an asset
    Knowledge:
    • Specialized knowledge of HR theories and techniques to develop HR policies, programs and strategies to support the organization’s business and objectives;
    • Extensive knowledge and techniques in applying management methods and practices to provide corporate leadership as well as integrate divergent views and priorities into a cohesive approach to service delivery, program and policy development;
    • Extensive knowledge of the bargaining process in a separate employer environment;
    • Good knowledge of investigative techniques and practices to resolve complaints and grievances;
    • Good knowledge of the functionalities of a human resources information management system.
