The International Livestock Research Institute (ILRI http://www.ilri.org)
plays a critical global role in its work with partners to reduce
poverty, hunger, malnutrition, disease and environmental degradation
through innovations in animal agriculture. ILRI is based in Nairobi,
Kenya, with a second principal -campus in Addis Ababa, Ethiopia,
and works primarily in sub-Saharan Africa and south and Southeast
Asia. ILRI enhances three livestock pathways out of poverty: helping
poor people secure their animal assets, improve their farm productivity
and participate in markets. To achieve this, ILRI is creating and
integrating knowledge to enable diverse partners to find innovative
solutions to make livestock a pathway out of poverty.
ILRI employs about 700 staff from over 40 nations, including 83
internationally recruited staff, representing some 30 disciplines.
About 600 staff are national recruits, largely from Kenya and Ethiopia.
An increasing number of scientists who work at ILRI are jointly
appointed by a partner organization and ILRI. The Board of Trustees
is composed of 11 outstanding professionals with particular expertise
in the field of livestock science, agricultural research, development
and corporate management.
ILRI is one of 15 international agriculture research centers forming
the Consortium for the CGIAR (Consultative Group for International
Agricultural Research). Together with a broad network of partners
the Consortium centers have a reputation for ground–breaking
research and technology, exploiting vast germ plasm resources and
marshalling public and private research for policy and institutional
innovation. The Consortium Centers are funded by more than 60 government
agencies, development banks, private foundations and regional and
international organizations predominately through the CGIAR.
ILRI’s revenue for 2009 was $57.7 million against expenditures
of US$ 56.5 million resulting in a surplus of US$ 1.2 million for
the year.
This is a crucial period for international agricultural research.
The Consortium is positioned to bring a co-ordinated research program
to bear on the well-documented threats to the lives of millions
of poor people presented by global crises in food, finance, climate
and the environment. The Consortium (formed in April, 2010) and
the CGIAR Funders are setting their sights on major global research
programs and are transforming the CGIAR system to one which is governed
by shared strategy and results frameworks translated into performance
contracts for delivering on results. These changes will require
ILRI to adjust its institutional mechanisms to be able to position
itself for larger impact in and through the new Consortium of CGIAR
Centers.

| SCOPE |

The Director General (DG) is the chief executive officer of the
International Livestock Research Institute (ILRI) and a key leader
in the Consortium. The DG is appointed by the Board of Trustees
and reports to the Board for all matters that relate to the process,
welfare and institutional health of the Institute. The DG provides
the overall leadership for the institute. The DG must ensure ILRI’s
outputs remain relevant and provide solutions to complex development
issues. In doing so, the DG is expected to significantly increase
financial resources available for livestock research at ILRI.

| RESPONSIBILITIES: |

|
Research leadership and management:
- The DG of ILRI provides intellectual and strategic leadership of
the highest order, coupled with management skills that generate high
quality, integrated outcomes and create institutional pride, confidence
and teamwork. The DG utilizes tact and diplomacy to forge strong,
sustainable alliances and partnerships internally and externally,
often involving multinational, multidisciplinary, public and private
sector groups.
- The DG understands the connection between scientific results and
the work needed to generate solutions for livestock productivity
Resource mobilization and business development:
- The DG requires very high-level skills in planning and managing
human, financial and physical resources to achieve defined research
results and other institutional objectives. This planning takes place
in an environment of rapidly changing attitudes, resource availability
and accessibility, and partner and investor needs.
- The DG must lead the resource mobilization efforts of ILRI to secure
adequate financial resources to implement the research agenda. Experience
in raising funds with traditional and non-traditional donors is essential.
- The DG and the ILRI management team identify research opportunities
and negotiate alliances and partnerships with partners and investors,
others providers inside and outside the CGIAR, and private sector
interests, to further the business of the Institute, consistent with
the objectives and policies of the Institute and the CGIAR Consortium
as a whole. The DG and the management team define and clarify ILRI’s
role in cooperative activities and manage ILRI’s Intellectual
Property. They develop budgets and business plans to maximize impact
and identify opportunities to recover the cost of the research and
to effectively manage research projects.
Partnerships and communications:
- Partnerships are key to advancing the livestock research agenda.
The DG must provide leadership in forging and maintaining complex
yet strategic partnerships with both traditional and non-traditional
partners.
- The DG and the ILRI management team are responsible for communicating
ILRI’s scientific purpose, research outputs, applications, relevance
and impact to the science community, investors, stakeholders and end-users.
The DG must be prepared to use a range of communication tools to ensure
that livestock remain visible on the global development agenda. A
variety of means are used to achieve excellence in two-way communication
in a web 2.0 world.
Corporate responsibility and team development:
- The DG is actively involved in facilitating interactions with all
research partners and host governments, and in ensuring that the partnerships
and alliances meet the strategic objectives of the Institute. The
DG also contributes to vision, and formulation and implementation
of the strategies of the Consortium as a whole. The DG will be expected
to contribute to international policy discussions on issues of food
security and environmental resilience.
- The DG is responsible for providing leadership and direction to
the Institute and for instilling team attitudes and cooperative partnership
approaches in senior management and staff.
- The DG evaluates the performance of key senior staff, stimulates
career development incentives, manages performance issues affecting
the institute, resolves conflicts promptly and ensures that the work
of the Institute is cohesive.

EDUCATION:
- PhD in a relevant discipline and/or equivalent experience.
TRAVEL:
- The position is based at ILRI’s Headquarters in Nairobi,
Kenya. Extensive travel to other countries and regions will
be required.
TERM:
- This position has initial appointment of 5 years with the
possibility of one five-year renewal, contingent upon individual
performance.
EXPERIENCE:
- Minimum ten years of work for developing country agriculture
- Experience in contributing to related international policy
and program forums.
- Proven track record in successful resource mobilization campaigns
- Demonstrated leadership in managing research enterprises
- Experience managing budgets and resources
