The Public Service Health Care Plan (PSHCP) is a private health
care plan established for the benefit of federal Public Service
employees and pensioners. As of August 31, 2010, the PSHCP covered
over 600,000 members and their eligible dependants.
The PSHCP is designed to supplement provincial/territorial health
insurance plans and covers a wide array of medical services and
products, including for example prescription drugs, vision care,
hospital benefits, out-of Canada benefits and the services of health
care professionals.
The Federal Public Service Health Care Plan Administration Authority
(the Administration Authority), a corporation without share capital
established under Letters Patent issued pursuant to subsection 7.2(1)
of the Financial Administration Act is charged with the administration
of the PSHCP, with the object of ensuring that benefits and services
to plan members are delivered in a manner that ensures the effective
and efficient administration of the PSHCP. A Board, comprised of
ten directors appointed by the Government of Canada and the bargaining
agents, manages the Corporation.
The Administration Authority seeks a dynamic individual who has
experience with the issues and challenges of administering a large
and complex group health care plan and understands the broad health
care environment and process in Canada.

| SCOPE |

|
The Chief Executive Officer (CEO) is responsible for the day-to-day
management, coordination and supervision of all activities related
to the Administration Authority (AA) responsibilities including
operational, financial and administrative activities of the Administration
Authority and, any special assignments as directed by the Board
of Directors or the Chair of the AA. The CEO deals with strategic
issues facing the Administration Authority as well as with the planning,
managing, coordinating and monitoring responsibilities related to
the administration of the PSHCP and the fulfillment of the Corporation’s
mandate.

| RESPONSIBILITIES: |

|
- Oversees the management of the day to day operations of the Administration
Authority and reports to the Board of Directors as applicable. Responsible
for:
- The development of the Administration Authority’s
strategic and business plans for approval by the Board of Directors
- The development of a three to five year audit framework
and plan related to the oversight of the administration of the ASO
contract between the Government of Canada and the incumbent plan
administrator for approval by the Board of Directors
- The linkage with the plan administrator and reporting
to the Board of Directors for direction and approval concerning
the management of fraud and abuse against the PSHCP, including the
development of policies and best practices
- The development and maintenance of productive and
harmonious relationships with all PSHCP partners
- The oversight of the operations of the plan administrator
- Reporting to the Chair and Board of Directors on
the above and any other matters of interest as applicable.
- Oversees the day to day HR management, budget development and monitoring,
and payroll activities
- Oversees and coordinates the annual external financial audit of the
Administration Authority, including the provision of all pertinent information
to the external auditors, as required
- Oversees the process for obtaining third party sub-contracting offers
after approval by the Board of Directors
- Ensures the Administration Authority complies with the Access to
information Act and the Privacy Act and that the necessary systems and
safeguards are in place to protect the privacy of all plan participants
- Oversees comprehensive studies and analyses of various elements of
the plan and its administration to provide recommendations for improvements

| CANDIDATE PROFILE |

EDUCATION:
- University degree in Business Administration / Commerce /
Finance & Accounting / Management/ Law / Economics or a
related field (MBA/MPA an asset)
EXPERIENCE:
- Extensive and recent experience in: managing complex issues
in the area of health care; finance; auditing; accounting techniques;
process development; establishing budgets and resource levels;
establishing and maintaining strategic partnerships within and
outside the organization and in leading innovation and change;
- Extensive experience in: leading and managing a team, which
supports organizational-wide initiatives;
- Experience in working with a Board of Directors;
- Familiarity with reporting and administrative requirements
associated with conducting strategic analysis and providing
advice to senior officials on sensitive and complex issues;
- Knowledge of the legal framework that governs administering
a health care plan and legal issues related to this field;
- Basic knowledge of the public sector, the Financial Administration
Act, the Access to Information Act and the Privacy Act (ATIP)
